They will wait until they are released from the space before urinating or defecating. Of course, a puppy with a small bladder can’t wait for ever.
While you are around, and you can keep an eye on your puppy, you can let him come and go as he pleases. You would need to watch him and when he shows signs of eliminating, take him to the potty place and reward him for his efforts.
While you are away, you keep the crate closed. As soon as you return you should give your puppy an opportunity to relieve himself in the potty place. And, as usual, reward him when he does so.
